I've never understood why Democrats are generally so unskilled at this kind of politics. This is the perfect strategy. The party's divided on how to get out of Iraq, and when. But the whole world is united in believing that Rumsfeld is incapable of unshitting the bed in Iraq. So why not pull together the caucus and divide the GOP by hooking a Rumsfeld no-confidence rider to a defense bill?

Campaign strategists seek intraparty consensus by focusing on accountability rather than Iraq troop withdrawals. A "no-confidence" vote in Pentagon chief, which Democratic lawmakers might offer on defense spending legislation, could embarrass Bush while appealing to Republicans who defend ousting Saddam but criticize war's execution.
