In Paris today, Iraq's president, Jalal Talabani, a Kurd, said that he thought it would be two or three years before the country's army and police forces would be ready to take complete responsibility for security. That estimate is twice as long as that of American military officials, who have said that they think American forces can be reduced to a supporting role in a year to 18 months' time.
