Stephen Colbert on FEMA's 'Waffle House Index'


This year has been rife with natural disasters, from "Hurricane Irene to Newt Gingrich's presidential campaign," jokes Stephen Colbert. But, for FEMA, 2011's natural disasters have been anything but funny: they've had to develop a "Waffle House index" to determine the amount of aid given to storm-stricken areas. The chain's strategy of "turning its customers into flotation devices" unfortunately isn't part of the plan. See Colbert's analysis of the FEMA strategy below.
