Doubling Down in Iraq

12/13/06, 12:10 pm EST

The Los Angeles Times breaks the news that the Pentagon’s favored plan for a “way forward” in Iraq has nothing to do with the diplomacy and redeployment proposed by the Baker Hamilton report.

Their answer: more troops.

And a new enemy: Moqtada al Sadr and his militias.

The exact number of troops is still unclear. 40,000 gets floated, though it’s unclear if the Armed forces even have that much troop capacity to give. The Times also reports that there will be an increase in the overall size of the Army.

It’s garish that the proponents of this strategy have no plan for victory. Just a gut feeling that this is worth a shot. Their gambling vocabulary says it all:

“I think it is worth trying,” one defense official said. “But you can’t have the rhetoric without the resources. This is a double down.”

“No one should go into this thinking if we double the size of the military, the result will be victory,” said another. “You are buying the opportunity to enter a lottery.”

According to Andrew Krepinevich, counterinsurgency expert quoted in the piece, this isn’t the beginning of the end. It’s the end of the beginning: “We are going to be in Iraq for a long, long time. It is going to be decades before Iraq can be left to its own devices without descending into a civil war.”

So we’re doubling down so we can continue to bleed treasure at the rate of $8 billion a month, to say nothing of the now ritual sacrifice of 100 Americans, for the forseeable future.

Plus: Now we’re going to be taking the fighting to a Sadr’s Shia armies, trying to break the back, not of Al Qaeda in Iraq, but of the one movement, the one idea that tens of thousands of Iraqis have shown themselves willing to organize and die for.

“We have to deal somehow with the militias, and Sadr in particular; he is rapidly becoming the armed power in Iraq,” a Pentagon adviser told the paper. “Our conventional forces, not advisors, will have to team with the Iraqi army and neutralize the Mahdi army and the other militias. If we don’t do that, everything else we are talking about is hot air.”

Forget “mission creep.” This is mission lurch. Are we really going to stay in Iraq until we “neutralize” — i.e. blow to pieces or imprison in Abu Ghraib — every Iraqi who isn’t keen on our notion of a unified, multi-sectarian, pro American, pro Western, anti-Islamist Iraq? Newsflash: that’s just about everybody who hasn’t already fled to Jordan.

I’m not the only one who finds this approach insane:

James Dobbins, a former U.S. diplomat and advisor to the Iraq Study Group, said … “The American troop presence is wildly unpopular in Iraq. Any effort to double our bet will lead to ever more catastrophic results.”

My hope, such as it is, is that this is a strategic leak of “Plan Crazy,” designed as a counterweight to the let’s-get-out impulses of Baker Hamilton, such that Bush can decide to stay the course, now as a matter of centrism. Oy.

Here, we have another attempt to convince Americans that we need to invest more troops(And their vulnerability), more billions to further enmesh us in Bush’s “War Disaster”.

What was the November election about?

To allow the Bush administration and his “Military Advisors” to rob more money and waste more lives in Iraq is insane.

Impeachment and Prison should be the only issues our country should be Deciding Now…(To allow the sleazy/corrupt/arrogant President to make decisions regarding life and death/war/economical commitments, is Dangerous and he is not qualified nor fit to do so…

The World is witnessing a Civil War in Iraq(Because of Bush’s greed to control oil and power in Iraq)that threatens other Middle Eastern Countries and a large-scale war that could encompass many other countries.

We need to get our troops out and on a fast-track time schedule and let Bush and Cheney and their relatives Fight in Iraq(Ha-we know that would never happen)…

Bush is a compromised and inept “leader” who reeks of fraud and deceit.

C Co... aka I Smell Propaganda | 12/13/2006, 7:35 pm EST

Not sure if you know this, but by increasing the number of troops, the military would have a lot better shot at coming home faster.

The 3 choices we currently have are “Go big, go long, or go home” with “going home” being cut and run. Appearently you want to cut and run, otherwise you would have supported staying in Iraq for a longer period of time or adding more troops. But by cutting and running we cause even more problems than we have now. Your misguided anger is continually astonishing to me.

C Co... aka I Smell Propaganda | 12/13/2006, 7:37 pm EST

By the way, nice pic RS. I bet if you made that into a painting you could cash in with a lot of buyers in San Francisco.

Jed Clampett | 12/13/2006, 7:45 pm EST

That’s right, reinstate the draft so we can send more kids into the meat grinder of two groups that have hated each other for thousands of years and only understand murder and killing as a political tool. Even if a draft was reinstated, it would be around six months before they are trained well enough to be effective in that quagmire.

How about this… we pull out of the cities and let them go at it. Guard the borders and prevent the sunnis coming in from soudi, jordan, lebanon and shiites coming in from iran and palestine. Wait till they are good and tired of fighting or at least be in a decent position to referee the religious war that will engulf the ME. Not realistic, but just as unrealistic as thinking you can control 25 million people with 150k or 200k or any other absurd number like that.

Jab | 12/13/2006, 9:10 pm EST

Jed,
It’s amazing how they never acknowledged a long standing tension between these sects—they certainly knew. Intel out the ying-yang and this is what happened. Makes it ever more obvious that this had less to do with unseating a tyrant than it does padding the pockets of Halliburton and the like.

Another thing, nearly the entire nation stood behind this war—shit, in the midwest we were swimming in those little shitty flags clipped to SUV windows—now that we’ve invaded, everyone’s freaking out about our casualties! Jesus Murphy! In the finest words of George Carlin, if you strap on an automatic weapon and go struttin through some other man’s country, you better be ready for some action, Jack. You better be ready for some action.

Virginian Sasquatch | 12/13/2006, 10:09 pm EST

there are places we could pull troops from– germany, italy, UK, Saudi Arabia, South Korea, Japan Okinawa, etc.,

in some places it would make sense (do we really need standing armed forces in germany? the threat of an invading russia is, to put it lightly, doubtful), but even then the number might not be enough, and a draft is out of the question–the last thing we need is dumbing down the professionalism of our armed forces

your idea is an interesting one Jed, one that i kinda though of as well–secure the border to keep people from coming in, then let the people have at it…

i say turn the country into a former yugoslavia type country–autonomous units governed over by a larger body of government and begin giving everyone in iraq some portion of the oil money, a la like what we do in Alaska. that said, who knows what will happen

Virginian Sasquatch | 12/13/2006, 10:11 pm EST

i meant to add, its a catch 22 situation to the nth degree

Jed Clampett | 12/13/2006, 10:19 pm EST

i was being sarcastic. but at this point anything short of making oil obsolete is useless. then again, getting the fbi and military to release Tesla and Schaubergers notes is as likely as Bush becoming a rhodes scholar and getting some empathy.

ndny | 12/14/2006, 12:47 am EST

c’mon we only have so many numbers. let’s go ahead and get wwIII started so i can get old and when i die i can look at the paper reporting ww10 and know how truly awesome existence is and know my life is a speck of dust on a beach.

As of today December 13th, 2006, it is now official.

President Bush is now the first insane president in the history of the United States.

God save this country…

C U in Hell | 12/14/2006, 7:34 am EST

Anyone who uses the phrase “cut and run” ought to have their skull bashed in with a tire iron. I’m sick to Christ of it. It’s a cheap tactic used by right-wing assholes who are terrified to have an honest, sober discussion about Iraq. By the way, C Co, have you looked at the polls lately? Because the vast majority of Americans are cut-and-runners.

Also, what is it with you right-wingers and your bottomless hatred of San Francisco? Seriously, what the fuck!? Have you ever been there? Do you even know anybody from San Francisco? Or do you seriously, literally, get ALL of your information about the world from Bill O’Reilly and the other FOX News pseudo-journalists?

Seriously . Someone please explain this “San Francisco Values” talking point phenomenon to me. I’m really curious.

Jed Clampett | 12/14/2006, 10:39 am EST

I concur, hang those double speak spouting cowards by the balls.

I find it amazing that in congress those that use it the most are the same ones that now are calling for bipartisanship and unity after more than a decate of unitarian totalitarianism. John Cornin being one of the biggest. I can still remember him promising the oil companies help after rita. Well, the oil companies are back online. used our tax money to repair their stuff rather than their insurance. The people of port arthur and beaumont TX are still fighting the insurance companies for reparations.

Tim Dickinson | 12/14/2006, 10:43 am EST

Jacob | 12/14/2006, 12:48 pm EST

I think most people would be more satisfied if there were some sort of exit strategy involved with this. Placing more troops in Iraq isn’t necessarily going to help things. What we need is not more bodies on the ground. what we need is a PLAN. A plan of action. A firm date that we expect to be out of Iraq. It’s just like going to work. If you give an employee a pile of 100 widgets to assemble, and tell him to assmeble them and stay as long as it takes, he may take 2 or 3 days to get them completed. If you give him the 100 widgets and tell him, I need these done by 5 PM or your ass is FIRED…..he will likely work his ass off and get all or most of them done. It’s called motivation, and without an exit plan, there is little or no motivation for anyone to do anything at anytime. my .02 cents.

Jacob

DeezNutz | 12/14/2006, 1:21 pm EST

We’ve done too much damage already to just leave the Iraqi people holding the bag. But, at the same time something needs to be done to get our troops home as fast as possible.

Jed Clampett | 12/14/2006, 1:31 pm EST

Jacob, your analogy is a bit skewed. You forget one important fact… you tell the employee to do the 100 widgets by 5pm or he’ll get fired. but you forget that someone keeps stealing his widgets, putting in widgets that arent part of the final product, loud sirens and yelling and screamin in the background plus threats to his family backed up by dead bodies at his door warning him not to complete the job by 5 or they’ll be killed.

An insurgency is unbeatable militarily because all they have to do is create chaos and panic, disrupt the normal order of business. All they need to do is harrass the gov and make it seem as if the occupiers are incapable of maintaining security or providing services. They don’t care whether we are there or not all that matters is theyr goals. controll of all that oil. There will never be enough cops to prevent all the attacks or enough money to counteract what is coming in from Iran and Soudi arabia. They have an unlimited supply and if they start running out all they need to do is say they are slowing down production or get theyr armed gangs to kidnap some oil workers in nigeria and drive prices up even higher.
This may be too old a reference for most of you… there’s an old film called ‘red dawn’, it may give you some insight into what an insurgency is about.

Charlie Sheen | 12/14/2006, 1:50 pm EST

Red Dawn is a fuckin’ good movie. Rent it at your local video store today.

Dan | 12/14/2006, 9:32 pm EST

This is the same mistake they made in Vietnam. The military leadership says this isn’t working what should we do? Send in more troops that should fix it. Well, it didn’t work in the Nam and wont work in Iraq. It took 10 years to accept the fact Vietnam was a failure. I hope it doesn’t take that long for Iraq. The Iraq study group gave us some guidance, I don’t remember hearing anything about sending in more troops. This is unacceptable and the American people shouldn’t allow this.

C Co... aka I Smell Propaganda | 12/14/2006, 9:42 pm EST

When I have I ever done that Jed? People steal handles and talk shit all the time. You really are a tool if you think that I have to stoop to that level.

If anyone is dumb enough to buy the latest Republican B.S. about “Doubling Down” to bring more troops into Bush’s “War” and the ugly mess he and his Rubber Stamp Republicans conned our Country into…(Nothing says Treason like the Bush/Rove/Cheney/Rumsfeld Bush-Push for War in Iraq)…

Now the Fascist right-leaning media want to legitimize sending more troops in by terming the word “down” which only means INCREASE in troops and more lives Lost in the Process. (But that “independent thinker” McCain, endorses anything that will save Bush’s Ass and Insures him the Republican Ticket)…

Fall for that, and you are merely a ReRun of the Past other “Bush Strategies” to Con the American people into more $pending and more Death and Disaster.(God knows, we wouldn’t want to open Negotiations or Diplomacy with Iran and Syria)….No Halliburton or Exxon Profits in that…

Let’s Go For Pushing for the Big One-Global War and, POP!

Jed Clampett | 12/14/2006, 10:32 pm EST

unfortunately cake, you’re right. thees idiots allow themselves to be led with their wallets and self interests. I wish it was as easy as indicting bush, but the real problem is the penguin(cheney) W is merely the figurehead. Unfortunately that is not going to happen because ‘it would look bad in the eyes of the world’ for americans to impeach and try a sitting president for war crimes and deceiving the nation.

Word | 12/15/2006, 12:27 am EST

Why is the policy for success always the one no politico has the balls to talk about? “Partition Iraq now and save an American.” Hell, it could be a bumper sticker; it could be a charity.

The Baker study group was nothing but political cover for W to get out of Iraq without looking worse than he already does-which is hard. W seems to not want to listen. W wants W’s way. And no one is going to get in W’s way.

How does one discipline a child? The same way one disciplines George W. Bush: by spanking him. Hard. The election apparently was not hard enough. Maybe impeachement would be. Maybe forceibly removing this pubescent fuck from office would be enough to stop him from ruining the country worse than he already has. That’s what I’d do if I had the power.

But then again, I thought going into Iraq was a stupid idea from the beginning so what the hell do I know? Right?

Jab | 12/15/2006, 3:28 am EST

Yeah, one can pretty well deduce who’s running the show now that D-Rum is out(like K-Fed . . . :) ). Bush is an inarticulate bumpkin and Cheney’s obviously the culprit. Halliburton’s cleaning up like a double d at Mardi Gras. It’s sad that even Rumsfeld, who’s been villianized to the nth degree, actually wanted a different course of action. Now, looking back, I can see his frustration was not so much with the bleeding heart media, but with having to accept orders he didn’t agree with. He’s a classical politician, i.e., good at saying something he absolutely knows is not true: or lying. You can’t help but like the guy, or I can’t, he’s just that classic statesman: sharp suit, trim figure, good speaker, better liar, and seems to have an intellect—I know he’s actually a reader, unlike book-of-the-month Bush. I’m interested in seeing where his career takes him. Wherever it goes, he better get there quick, he’s not young.

“Bush is a compromised and inept “leader” who reeks of fraud and deceit.”

YES and he deserves IMPEACHMENT at the least, as do his cronies. Perhaps we could also imprison them and the signatories to the PNAC.

We OBVIOUSLY NEED new leadership.

But what is the best thing to do in Iraq and Afghanistan?

I think we need to reincarnate MacArthur and give that military leader unlimited resources. Like stopping your siblings from hitting each other in the head with big rocks when their fighting gets out of control. Yes we are in the position of Babysitter to the world. Yes it’s not right, but what else can we do? we let Bush et al start this pile…

Somebody had to have the balls to do more than just talk about it.

“WE HAVE KNOWN FOR MANY YEARS THAT SADDAM HUSSEIN IS SEEKING AND DEVELOPING WMD’S”. – SEN. TED KENNEDY (D, MA) 9/27/2002

“I WILL BE VOTING TO GIVE THE PRESIDENT OF THE UNITED STATES THE AUTHORITY TO USE FORCE – IF NECESSARY – TO DISARM SADDAM HUSSEIN BECAUSE I BELIEVE THAT A DEADLY ARSENAL OF WMD’S IN HIS HANDS IS A REAL AND GRAVE THREAT TO OUR SECURITY.” – SEN. JOHN F. KERRY (D, MA), 10/9/2002

“WE BEGIN WITH THE COMMON BELIEF THAT SADDAM HUSSEIN IS A TYRANT AND A THREAT TO THE PEACE AND STABILITY OF THE REGION. HE HAS IGNORED THE MANDATE OF THE UNITED NATIONS AND IS BUILDING WMD’S AND THE MEANS OF DELIVERING THEM.” – Sen. Carl Levin (D, MI) 9/19/2002

“WE KNOW THAT HE HAS STORED SECRET SUPPLIES OF BIOLOGICAL AND CHEMICAL WEAPONS THROUGHOUT HIS COUNTRY.”- AL GORE, 9/23/2002

“IRAQ’S SEARCH FOR WMD’S HAS PROVEN IMPOSSIBLE TO DETER AND WE SHOULD ASSUME THAT IT WILL CONTINUE FOR AS LONG AS SADDAM IS IN POWER.” – AL GORE, 9/23/2002

“THE LAST UN WEAPONS INSPECTORS LEFT IRAQ IN OCTOBER OF 1998. WE ARE CONFIDENT THAT SADDAM HUSSAIN RETAINS SOME STOCKPILES OF CHEMICAL AND BIOLOGICAL WEAPONS, AND THAT HE HAS SINCE EMBARKED ON A CRASH COURSE TO BUILD UP HIS CHEMICAL AND BIOLOGICAL WARFARE CAPABILITIES. INTELLIGENCE REPORTS INDICATE THAT HE IS SEEKING NUCLEAR WEAPONS…” – SEN. ROBERT BYRD (D, WV), 10/3/2002

“THERE IS UNMISTAKABLE EVIDENCE THAT SADDAM HUSSEIN IS WORKING AGGRESSIVELY TO DEVELOP NUCLEAR WEAPONS AND WILL LIKELY HAVE NUCLEAR WEAPONS WITHIN THE NEXT FIVE YEARS… WE ALSO SHOULD REMEMBER WE HAVE ALWAYS UNDERESTIMATED THE PROGRESS SADDAM HAS MADE IN DEVELOPMENT OF WMD’S.”
- SEN. JAY ROCKEFELLER (D, WV), 10/10/2002

“HE HAS SYSTEMATICALLY VIOLATED, OVER THE COURSE OF THE PAST 11 YEARS, EVERY SIGNIFICANT UN RESOLUTION THAT HAS DEMANDED THAT HE DISARM AND DESTROY HIS CHEMICAL AND BIOLOGICAL WEAPONS, AND ANY NUCLEAR CAPACITY. THIS HE HAS REFUSED TO DO.”
- REP. HENRY WAXMAN (D, CA), 10/10/2002

“IN THE FOUR YEARS SINCE THE INSPECTORS LEFT, INTELLIGENCE REPORTS SHOW THAT SADDAM HUSSEIN HAS WORKED TO REBUILD HIS CHEMICAL AND BIOLOGICAL WEAPONS STOCK, HIS MISSILE DELIVERY CAPABILITY, AND HIS NUCLEAR PROGRAM. HE HAS ALSO GIVEN AID, COMFORT, AND SANCTUARY TO TERRORISTS, INCLUDING AL QAEDA MEMBERS… IT IS CLEAR, HOWEVER, THAT IF LEFT UNCHECKED, SADDAM HUSSEIN WILL CONTINUE TO INCREASE HIS CAPACITY TO WAGE BIOLOGICAL AND CHEMICAL WARFARE, AND WILL KEEP TRYING TO DEVELOP NUCLEAR WEAPONS.”
- SEN. HILLARY CLINTON (D, NY), 10/10/2002

“WE ARE IN POSSESSION OF WHAT I THINK TO BE COMPELLING EVIDENCE THAT SADDAM HUSSEIN HAS, AND HAS HAD FOR A NUMBER OF YEARS, A DEVELOPING CAPACITY FOR THE PRODUCTION AND STORAGE OF WMD’S.”
- SEN. BOB GRAHAM (D, FL), 12/8/2002

“WITHOUT QUESTION, WE NEED TO DISARM SADDAM HUSSEIN. HE IS A BRUTAL, MURDEROUS DICTATOR, LEADING AN OPPRESSIVE REGIME… HE PRESENTS A PARTICULARLY GRIEVOUS THREAT BECAUSE HE IS SO CONSISTENTLY PRONE TO MISCALCULATION … AND NOW HE IS MISCALCULATING AMERICA’S RESPONSE TO HIS CONTINUED DECEIT AND HIS CONSISTENT GRASP FOR WMD’S … SO THE THREAT OF SADDAM HUSSEIN WITH WMD’S IS REAL”.
- SEN. JOHN. F. KERRY (D, MA), 1/23/2003

“ONE WAY OR THE OTHER, WE ARE DETERMINED TO DENY IRAQ THE CAPACITY TO DEVELOP WMD’S AND THE MISSILES TO DELIVER THEM. THAT IS OUR BOTTOM LINE”
- PRESIDENT CLINTON, FEB 4, 1998

“IF SADDAM REJECTS PEACE AND WE HAVE TO USE FORCE, OUR PURPOSE IS CLEAR. WE WANT TO SERIOUSLY DIMINISH THE THREAT POSED BY IRAQ’S WMD PROGRAM.”
- PRESIDENT CLINTON, FEB. 17, 1998

“IRAQ IS A LONG WAY FROM (HERE), BUT WHAT HAPPENS THERE MATTERS A GREAT DEAL HERE. FOR THE RISKS THAT THE LEADERS OF A ROGUE STATE WILL USE NUCLEAR, CHEMICAL OR BIOLOGICAL WEAPONS AGAINST US OR OUR ALLIES IS THE GREATEST SECURITY THREAT WE FACE.”
- MADELINE ALBRIGHT, FEB 18, 1998

“HE WILL USE THOSE WMD’S AGAIN, AS HE HAS TEN TIMES SINCE 1983.”
-SANDY BERGER, CLINTON NATIONAL SECURITY ADVISOR, 2/18/98

“(WE) URGE YOU, AFTER CONSULTING WITH CONGRESS, AND CONSISTENT WITH THE U.S. CONSTITUTION AND LAWS, TO TAKE NECESSARY ACTIONS (INCLUDING, IF APPROPRIATE, AIR AND MISSILE STRIKES ON SUSPECT IRAQI SITES) TO RESPOND EFFECTIVELY TO THE THREAT POSED BY IRAQ’S REFUSAL TO END ITS WMD’S PROGRAM.”
-LETTER TO PRESIDENT CLINTON, SIGNED BY SENATORS CARL LEVIN, TOM DASCHLE, JOHN KERRY, AND OTHER DEMOCRATS OCT. 9, 1998

“SADDAM HUSSEIN HAS BEEN ENGAGED IN THE DEVELOPMENT OF WMD TECHNOLOGY WHICH IS A THREAT TO COUNTRIES IN THE REGION AND HE HAS MADE A MOCKERY OF THE WEAPONS INSPECTION PROCESS.”
- REP. NANCY PELOSI (D, CA) DEC 16, 1998

“HUSSEIN HAS ….CHOSEN TO SPEND HIS MONEY ON BUILDING WMD’S AND PALACES FOR HIS CRONIES.”
- MADELINE ALBRIGHT, CLINTON SECRETARY OF STATE, 11/10/99

“THERE IS NO DOUBT THAT….SADDAM HUSSEIN HAS INVIGORATED HIS WEAPONS PROGRAMS. REPORTS INDICATE THAT BIOLOGICAL, CHEMICAL AND NUCLEAR PROGRAMS CONTINUE APACE AND MAY BE BACK TO PRE-GULF WAR STATUS. IN ADDITION, SADDAM CONTINUES TO REDEFINE DELIVERY SYSTEMS AND IS DOUBTLESS USING THE COVER OF ILLICIT MISSILE PROGRAMS TO DEVELOP LONGER-RANGE MISSILES THAT WILL THREATEN THE U.S. AND OUR ALLIES.”
- LETTER TO PRESIDENT BUSH, SIGNED BY SEN. BOB GRAHAM (D, FL) AND OTHERS, 12/5/2001

It’s interesting that, on the heels of this, comes word that the other Shiite groups in the Iraqi parliament are agreeing something needs to be done about Moqtada al Sadr and the Mahdi army. And that’s not the only interesting “coincidence.”

Mahdi army has also reportedly been slaughtering Palestinian refugees in Iraq recently.

Was this a conscious matter of policy by Sadr, or was this situation set up for him, and he walked into it? Is this a way to “cut him out of the herd” while providing political cover for his Shiite enemies (and maybe even his Sunni ones, too)?
