North Korea: The Situation on Day Two

It’s got to suck to be Ban Ki-moon this morning. After a proud, forty-year diplomatic career largely spent managing the tense standoff between North and South Korea, your reputation swells to the point where you’re about to be named the next U.N. secretary general. But on the very day your ascension is announced, North Korea goes and tests a nuke, not only stealing your thunder, invalidating much of your life’s work, and giving you what promises to be a major headache for your term. Then again, you’re still secretary general.

The second-day news on the North Korean nuke test looks, if anything, even more grim. Though some American seismologists believe the explosion was small enough that it should be termed only a “partial success,” North Korea’s still pretty far along on its way to developing viable nukes — and, as The New York TimesDavid E. Sanger concisely put it, “[North Korea] has never developed a weapons system it did not ultimately sell on the world market,” having already passed missile technology to Iran and Pakistan.

Though some had hoped that the crisis would bring the United States and China closer together, paving the way for future diplomatic cooperation, China is apparently balking this morning at including the threat of military action in any Security Council resolution. And military action is probably not plausible anyway, since no one knows exactly where the North Korean weapons are, American troops are committed elsewhere, and the South Koreans wouldn’t stand for it.

One of the most worrying developments this morning was Iran’s response: Tehran called the move “a reaction to American threats and humiliation.” What we may be beginning to see now is the slow unfurling of one of the uglier legacies of the Bush administration’s unilateralism. Rogue states from Iran to Venezuela to Cuba to North Korea, which share little but a desire for more power and a strategic anti-Americanism, have used their worries about American bullying to strengthen their diplomatic ties and strategic cooperation in order, even turning a meeting of 118 mostly developing countries last month into a protracted bashing-session against American imperialism.

Not all of this is within Bush’s control; North Korea was selling missile technology to Pakistan during the Clinton administration, too. But his perceived international bullying has provided these rogue countries with the perfect, unifying enemy, just as the war in Iraq has commanded his attention and permitted the North Korean nuclear situation to get much, much worse.

Obviously it is not Bush’s fault that North Korea is being run by a trigger happy lunatic. It is Bush’s fault, however, that the US military is stretched so thin that it is virtually powerless to intercede militarily, or at least to threaten to do so. Similarly, the US’s expedient “allies” in Iraq are scrambling to get as far away as possible from another conflict. We picked the wrong battle.

What is obvious at this point is that KimPossible and his daddy determined that Korea would develop nukes long ago. Apparently they were willing to delay the program to avail themselves of various “goodies” from the US and the international community.

Was it coincidence that Kimbo publicly restarted the enrichment program when Bush started talking warcraft? Who knows?

What appears obvious is that the Bush policy of Tough Talk / NO Action has not been effective.

What is not at all clear is whether ANY policy would have been effective in the (short or) long term. I don’t blame Bush for Korea having nukes.

I do believe that he helped accelerate the process and didn’t do anything at all to slow it down. I also blame him for Iraq which has the US military occupied for the indefinite future.

Now, as far as this “test” goes, It does not appear that at this time the Koreans were able to achieve any nuclear yield. The seismic data would seem to indicate that it was probably a misfire. This means little however, as they are obviously on the road. It also means little that they apparently do not currently have the missile technology to threaten the world once they do get the bomb working. All of this will happen in time, and there’s not a lot we can do about it now.

The argument about who in the history of US Government is at fault is not relevant at this time.

I don’t believe the UN will be successful in getting this rolled back. Real Nation-crushing sanctions are probably not forthcoming without the approval of China.

So, what now? You all like to argue that Kim Jung IL is a complete lunatic and there is no reasoning with him. Only now we are in a position where his acquisition has made him impossible to ignore.

BKA, maybe that’s becuase Clinton negotiated North Korea to the point where all of Korea’s nuclear activities were under the strict watch of the IAEA and by all means we could determine totally halted. That was in 1994 and the next negative steps, or the next need for action, in the North Korean nuclear process were under Bush’s tenure– and the need for action was flubbed, and the negative steps were possibly directly in response to things Bush did.

Clinton wasn’t a perfect person or a perfect president. This doesn’t mean that just becuase Bush made a mistake, that automatically means Clinton must have made it as well. It’s totally valid to blame the Bush administration for the consequences of their own actions, and while I realize some people will never be able to admit it, there are actually things Clinton *did right*.

This could be a great thing for the Bush administration. The world hasn’t bought into the Iraq war and its aftermath, and now Bush looks like his entire dream of bringing democracy to the middle east is crumbling with all the terrorism. North Korea could be a unifying point of military actiona and diplomacy that Bush has been hoping for. Worldwide support and pressure are needed against North Korea. I hope the UN understands this.

Why does the administration refuse to talk to him? That seems to be all the little midget wants anyway. A little attention and someone to take him seriously. But Bush is too arrogant and too busy in other parts of the world to give a shit right now. Why wait until Kim has missles and nukes that are actually viable.
To me, this situation is no different than the terrorist issue. GW is too much of a cowboy to be a diplomat. His administration and his supporters are too concerned about killing the symptoms and not fixing the problem. Its like perscribing Thera-Flu for AIDS.
The world-wide pro-American sentiment from the end of WWII has gone to our heads. We think the American way is the ONLY way. It will come back to bite us if we don’t change our policies and attitude. Other than food, and consumer products, we have NO respect for other countries, cultures, or ideas. If we want the world to change and become a little safer, WE MUST LEAD BY EXAMPLE!

I don’t like the Bush Administration. But that does not stop me from rational trying to have thought on this subject. North Korea have tested this device as a public fuck you to America and as a deterent to Bush and co, who have been threatening to move on and kick ass.
North Korea have been looking for an excuse to deveolpe nukes for years. It was always only a matter of time before they got them. The key now is how Bush and co respond. As usual they will respond with the wrong actions. Personally I say, blow lil kim jong ill ill kool jays head off with a large bomb.

The good news however is If a nuke is dropped on a city and you don’t live there, then what difference is that to someon testing a nuke in the desert? – It all adds to the masses of radiation swarming the planet, but in the next 50 years cancer will be the least of our worries as our pensions disapear and our friends are all killing themselves.

He botched capturing Osama so as to avoid any potential negative press during his impeachment, and he also made possible Kim Jong’s two nuclear reactors – the source of his nuclear fuel.

And then there’s Kim Jong, who’s been bred to be a tyrant from day one and, by way of history’s other great tyrants, will ultimately fail.

The reason we won’t talk to him one on one is to avoid pissing off the ineffective international community. We want to make sure everyone is involved this time so that the entire world is morally obligated to bring this punk down.

The UN security council is prodding Kim Jong to return to 6 party talks – which include Japan and South Korea who, though not permanent UN Security Council Members, are the ones who have to deal directly with this asshole. The talks have the built in directive of the US speaking with North Korea on a unilateral basis.

I think Bush has fucked up in general: the war in Iraq, which destablized Iraq and in which Iran is the winner, taking his eye off the ball in Afghanistan and fighting a truly multilateral war against terrorism and its sources, and ignoring the NK situation until KJI in his inimitable way acts like the overgrown ugly little infantile, spoiled little troll-brat that he is.

But I disagree with Mr. Wallace-Wells. I think when all is said and done, Mr. Ban Ki-Moon, derided as colorless and dull, may be just the sort of quiet, unruffled and difficult-to-ruffle diplomat that could get us out of the woods, if the assorted idiots (from journalist-murdering Putin to stupid Bush and his war-for-war’s-sake associates to KJI to Ahmadinejad, the world’s Chief Holocaust Denier) will get out of his way for one minute and start thinking rationally. As is a well-known cliche by now, the Chinese ideogram for “crisis” combines ideograms for “danger” and “opportunity,” and Mr. Ban, a man determined to remain calm in any storm, strikes me as just clear-headed enough to do well in such an “opportunity” (maybe he’s a Zen adept, or the Korean equivalent). Especially since this time KJI has managed to piss off even his closest allies, the Chinese, who are calling for NK to be “punished.” In any case, we’ve seen far too many over-sure-of-themselves strutting egos of all ideological stripes on the wrold stage in recent years for my taste; maybe humility will become the new in thing, with Mr. Ban its avatar. One can only hope.
