18. Lego Batman 2: DC Super Heroes (2012)

As the Arkham games grew they encompassed more of Gotham City, but always an empty Gotham. Whether Scarecrow's threats or literal walls kept people out, they were streets with few civilians. Yet a vital part of the superhero fantasy is helping people, and Lego Batman 2 understood that best. With an open Lego Gotham and a cast of unlockable characters including Superman, Wonder Woman, and Flash it was the one Batman game where you could team up and go on patrol, saving people from muggers – as you're supposed to do between saving the world. That they were Lego muggers only made it more adorable.
