Missouri-born, Brooklyn-dwelling Thomas Kelly Webb is a twenty-eight-year-old bluesman who allegedly mastered a load of Zeppelin guitar parts by age nine and was accompanying much older men by thirteen. His second album speaks less to his chops than to an ability to write grimy blues songs that toss in snatches of Neil Young and the Stones -- not to mention a narcotic, sometimes murky guitar sound. A handful of songs sound undercooked, but others are oddly gripping: Slo-mo swamp blues like "You Got Faded" are all drony minimalism, and "Classy" could be the Black Keys. Best among the more upbeat numbers is "The Spade," in which Webb cleans up his growl, drops a wordy rant and shows he can make with the catchy. Phantom Parade ain't exactly groundbreaking, but it channels old-school sources with more brains than nostalgia.
