R.E.O. Speedwagon functions as something of a poor man's Jo Jo Gunne, playing, for the most part, guitar-and-vocal-dominated songs that are both spirited and spunky. Unfortunately, the band falls somewhat short of excellence in nearly every area. Mike Murphy and Gary Richrath are competent songwriters but not startlingly original. Murphy's lead vocals aren't distinctive and the band's instrumentation, particularly the keyboard work, is pedestrian. This Time We Mean It is listenable but will hardly lift the band above second billing.
