Three years ago, Christina Milian seemed poised to be the next J.Lo: An American actress, born of Cuban parents, she coos with a breathy voice, boasts hottie looks and co-wrote "Play" for her role model. But even as she became a star overseas, Milian couldn't get her debut CD released at home. Now she's back with the strip-club anthem "Dip It Low," featuring Fabolous, and an album's worth of Lopez-esque booty jams and gooey ballads. The love songs work better than the dance tracks: Gentle cuts such as "Someday, One Day" recall Janet Jackson's mellow groovers, while singsong irritants like "Peanut Butter and Jelly" radiate R&B cliches.
