On their fourth album, these Pennsylvania boys sound more like resourceful eccentrics than the potty-mouthed goofballs they played on their early records -- which ain't to say they've upped the songwriting ante. The charming "Ralph Wiggum" drops indie-pop hooks while stealing a chorus from a Simpsons episode, but between the irrelevant playa-hating, unpunchy punchlines and deadpan tunes, Hefty Fine proves only marginally more welcome than a Jerky Boys reunion.
